This Performance Analyst role will be part of our Elections Digital team at MHCLG. It’s an exciting time to improve and expand our services to meet users’ needs.

Our Services Include

• Register to vote

• Apply for a proxy vote

• Apply for a postal vote

• Apply for photo ID to vote (called a ‘Voter Authority Certificate’)

• And a product we have built for electoral teams in Local Authorities to support electoral administration.

We have lots to do. We must continue to improve our existing services to meet the needs of our users, especially those of disabled and other marginalised users. We must also think strategically about the future, understanding what problems still exist and champion user-centred ways of working to approach these issues.

You will be embedded in the Operations team, providing statistics and analysis for an existing portfolio of high-profile online services. Moreover, a substantial part of your responsibilities will be working with the Product and Design teams in Elections Digital, who are busy developing entirely new and exciting online services to improve voter registration as part of the Electoral Resilience & Democratic Engagement Programme.  

This role will involve working closely with the development team on supporting user research and various analytics for services in various stages of development, and also performing analytics and continuous improvement to our existing services.  

The role will also focus on supporting improvements to our digital compliance, making sure that we have proportionate data governance across the operational portfolio of live services that is aligned with MHCLG and data governance frameworks.

Job Description

As a Performance Analyst, you'll:   

• Be responsible for the performance analysis in your given area and help the product team measure and assess outcomes: for example, what good looks like and how it will be measured

• Help to plan and ensure project delivery, finding opportunities to share information with the product team, community colleagues and others. Also to integrate the use of data analytics across the different phases of product of the product lifecycle

• Be adaptable in applying analysis techniques to new contexts, especially when acting as the sole representative for performance analysts on a project

• Be able to work on data governance artifacts with the wider team, including identifying documentary requirements, and then taking responsibility as a subject matter expert to deliver against these requirements

• Be responsible for the accuracy and quality of data and analysis and how they are used, including putting robust quality assurance in place

• Be engaged with, and actively contribute to, the performance analysis community

As a Performance Analyst, You'll Have

• Knowledge on how to use the most appropriate medium to visualise data to tell compelling and actionable stories relevant for business goals. You can present, communicate and disseminate analysis and recommendations effectively, appropriately and with high impact

• Knowledge on how to enable the team to develop a performance framework including KPIs or a service or product. You can provide the intelligence to support the formulation of both short-term and long-term strategic plans. You understand the different phases of product delivery and can plan and run the analysis for these. You can contribute to decision-making throughout the product life cycle

• Skills to develop subject matter expertise in an area, and then apply this to support the development of comprehensive and robust governance frameworks. You can challenge incumbent ways of thinking, and will take full ownership of driving forward solutions to ensure compliance and clear transparent oversight

• Ability to understand and identify who users are and what their needs are, based on evidence. You put users first and can manage competing priorities. You understand the importance of analysis to user-centred design and know how to collaborate with professions that are focused on user-centred design (for example, user research, user experience, content, design, business analysis)
